1952年12月北京出生。汉族。中共党员。1982年毕业于云南大学中文系，获汉语言文学学士学位。曾长期从事美学、艺术史研究。2000年以来，注重国家文化发展与文化政策研究，涉及文化产业发展、文化体制改革、公共文化服务、各类文化遗产与文化多样性保护、少数民族地区文化发展等重大专题，尤其开始运用文化经济学理论对问题进行分析。
曾任中国文化蓝皮书（系列）主编；文化部《保护和促进文化表现形式多样性公约》事务部际协调机制成员、文化部国家公共文化服务体系建设专家委员会专家；中国文联文艺批评家协会理事；中华全国美学学会理事。曾受聘山西大学音乐学院特聘教授、上海交通大学特聘研究员等。
1978年考入云南大学中文系，1982年毕业获文学士学位
1983年调入中国戏曲学院任教
1985年应聘（中国社会科学院哲学所）《哲学研究》杂志，任编辑、副编审后转入美学研究室和中国文化研究中心从事研究工作
1991年获哲学硕士学位
2000年中国社会科学院文化研究中心成立，受聘兼职研究员
2002-2005年曾受任山西大学特聘教授，为艺术学硕士研究生讲授“艺术学”和“西方美学”课程
2014年退休，现被中国社会科学院中国文化研究中心返聘继续工作。

Professor, research fellow, deputy director of China National Centre of Cultural Studies, CASS. Master of Philosophy. Specialized subject is aesthetics, semiotics, history of art, and cultural development and policies. Main works include the Origin of art (1996), Institutional innovation to promote cultural development and prosperity (2013), Opening up a Field of Vision to the Cultural Economy (2014), etc.
In 2004-2013, he participated in the most meetings in UNESO on the Convention on Protection and Promotion of the Diversity of Cultural Expressions as a member of Chinese delegation. Since 2011, he was invited to be a member of expert council on national public service of culture by China culture ministry. He is a chief-editor of China Blue Book of Cultural Development
